Regulatory Update — October 2025

Employee Welfare Fund: mandatory for companies with 10+ employees

The Employee Welfare Fund, in force from October 2025, requires companies with 10 or more employees that do not operate a qualifying provident fund to register and contribute 0.25% of wages from each side (employer and employee) per the Employee Welfare Fund Act. Companies with 10–99 employees were the first tranche required to register — contributions have been accruing monthly since October 2025. Failure to register means unpaid contributions are accruing monthly penalties.

This is separate from Social Security (Social Security Act B.E. 2533), which provides medical, disability, and maternity benefits. The Employee Welfare Fund is a retirement savings vehicle — two distinct registrations, two distinct authorities. Plizz handles registration and monthly filing for both within the standard payroll service at no add-on fee.

The PND 1 Kor error cascade — why one wrong entry matters to every employee

A wrong PND 1 filing today sets off a predictable chain of consequences:

    PND 1 monthly withholding is filed with a calculation error — over- or under-withholding on the cumulative method.

  2. 2

    Annual PND 1 Kor (due 28 February) carries the same error forward — the employer files an incorrect annual summary to the Revenue Department.

  3. 3

    Each employee receives an incorrect Form 50 Tawi — the tax certificate they use to file their personal ภงด 91 return by 31 March.

  4. 4

    In May–June, employees receive Revenue Department discrepancy notices. They trace the error back to their employer and question the firm's competence on the most personal compliance matter their employment relationship involves.

Per Revenue Code Section 50 bis, the employer bears responsibility for accurate withholding. The employee's inconvenience in May is the employer's liability from February.

Who Needs Monthly Payroll Processing?

  • Foreign founder of a newly-incorporated Thai LLC — 1–5 employees

    SSO registration must happen within 30 days of the first hire date (Social Security Act B.E. 2533, Section 33). The SSO account, first PND 1 filing, and Employee Welfare Fund registration all land in the same window. Most foreign founders discover this deadline only after it passes.

  • Bangkok MNC subsidiary — 20–100 employees, parent reporting required

    Parent HQ needs a clean payroll journal entry by the 5th and headcount report by the 10th. Freelance bookkeepers do not produce these as standard deliverables. Plizz closes payroll by the 5th and delivers group-format reporting by the 10th.

  • Service firm — 10–30 employees, Thai + foreign work-permit holders on the same payroll run

    Expat employees require manual SSO paper filing, not e-filing. Their compensation often includes housing allowances, school fees, and home-leave flights that must be classified correctly for PIT. Two parallel compliance tracks in one cycle.

  • BOI-promoted entity — 50+ employees, promotion renewal pending

    BOI renewal audits inspect Thai-to-foreign staff ratios, minimum salary thresholds for work-permit holders, and payroll documentation. Payroll errors are one of the most common reasons BOI companies fail renewal inspections.

  • F&B chain or hospitality group — 50+ employees, hourly + monthly mix, high turnover

    Variable hours, overtime at 1.5× and 3× multipliers, and public-holiday pay under LPA Section 23 create dozens of edge cases per cycle. A single overtime error applied firm-wide creates wage-theft exposure under LPA Section 71.
